Ambassador Phillip Carter has served as the deputy to the command for civil military engagement since Nov. 2013.

U.S. Army Gen. David Rodriguez, left, commander of U.S. Africa Command, shakes hands with Ambassador Phillip Carter III, the command’s outgoing deputy to the commander for civil military engagement, after awarding Carter the Joint Distinguished Civilian Service Medal at Kelley Barracks, U.S. Army Garrison Stuttgart, Germany, Sept. 17, 2015. Before becoming the command’s senior diplomat and civilian advisor to the commander in November 2013, Carter served as the U.S. Ambassador to Republic of Cote d’Ivoire.

Rodriguez awarded Carter with the Joint Distinguished Civilian Service Award, the highest military award a civilian can earn from a joint command or staff.
