Ambassador Phillip Carter has served as the deputy to the command for civil military engagement since Nov. 2013.

U.S. Army Gen. David Rodriguez, left, commander of U.S. Africa Command, shakes hands with Ambassador Phillip Carter III, the command’s outgoing deputy to the commander for civil military engagement, after awarding Carter the Joint Distinguished Civilian Service Medal at Kelley Barracks, U.S. Army Garrison Stuttgart, Germany, Sept. 17, 2015.
