U.S. Africa Command launched a new webpage geared towards warrant officer and non-commissioned officer development, May 18, 2010.

This page, accessible via a button on the main U.S. AFRICOM homepage (see photo to the right), contains articles, resources, press releases, and blogs focusing on the advancement of senior enlisted leaders. It was implemented to provide African Warrant Officers and non-commissioned officers with a lasting and up-to-date source that they can continue to use long after U.S. service members leave.

The need for a resource like this at U.S. Africa Command was first identified by Command Sergeant Major Mark Ripka, senior enlisted leader.

Ripka frequently travels to African nations working with WOs and NCOs on leadership development with the goal of improving WO/NCO capability and capacity. He explained that while there are many ways to develop a force, it helps to focus on a combination of three areas: training, experiences, and professional military education. He uses a variety of tools to assist the African officers with their leadership development, and the webpage, Ripka says, will be an important part of that.

"We talk about not being episodic in our engagements, but you can't stand next to them every day, 365 days a year," explained Ripka. "The reason I wanted us to develop this webpage was so that they could reach back to Africa Command."

The WO/NCO main page displays articles and photos related to NCOs, as well as an interactive blog providing a forum for dialogue between warrant officers, non-commissioned officers, and U.S. Africa Command's senior enlisted leader. Additionally, at the top of the page is a link to the File Resources Download Center, featuring relevant documents translated into several languages.

Ripka explained that the webpage is only one part of the command's approach to providing WOs and NCOs with tools they can use for their development. During every engagement, he also distributes a Tactical Aid Memoir, which is an easy-to-read reference sheet highlighting key points and tactical procedures. Additionally, he regularly distributes professional readings over email focusing on issues at the war college level.
